Pilot Project for ICT4ICT Research

This is a pilot project for the ICT4ICT Swedish research and will serve as a test bed for delivering ICT based learning modules that will induce wider spread of ICT. The project will focus upon creating and delivering e-modules that can help regional ICT development in two countries in the CEE region. The specific objectives are to: 1. identify the needs for ICT related content in each of the two countries, 2. find the suitable way for distributing it, 3. create sample learning modules and make them widely accessable, and 4. establish a Local Dissemination Point for continous development and implementation of the modules. The principal goals of the project are increasing the critical mass of ICT aware people and networking skills for ICT difusion.

Spider-Link

1) Both the Swedish research and the Project aim to create a web based e-learning education platform. Both parts support each other and the one cannot be without the other. Improvements in computer technology and reinforced networks will be necessary.

The subject matter will be the creation of a Masters programme in Transport and Energy for a Sustainable Development, including health aspects. GIS will be among the methods applied in the programme. This e-learning programme can be extended to any other country, provided that it has the required ICT facilities.

2) The main method will be e-learning on an e-learning education platform equipped with voice- and camera-chat, mail, exchange of files, discussion board. Weekly meetings will be held to develop the various parts of the common educational programme. Both the Swedish and the non-Swedish partners will play active parts in this process.

Next generation e-Government

eGov(ernment) focus is today shifting to organizational adaptability, political support, partnerships, and embedding in user communities, success factors often found lacking. To make use of technology and infrastructure investments, focus is now on improving governance and avoiding supporting obsolete and inefficient organizational structures and processes with IT. Accordingly, this inception study defines requirements and development paths for supporting eGov and eLearning development in Africa and Asia. Drawing on established university contacts and projects, and focusing on creating enduring creative partnerships, we deliver:
- Report of specific local needs and opportunities for successful projects.
- Concrete suggestions for projects lasting 2-4 years starting 2005, including setup of project partners, project goals and outlines, and assessment of opportunities and risks.

ICT4ICT (ICT Knowledge for ICT Diffusion)

The resarch project will examine the experience of the CEE countries that have been most successful in faster and wider spread of networking technologies. The objctives are to: 1. establish a proper set of metrics and criteria for measuring ICT difusion, 2. identify the factors that influence the overall conditions for ICT development, 3. explore the correlation between dissemnating knowledge about ICT and ICT diffusion and 4. determine the features of quality educational content that teaches ICT, and 5. develop models that implement a set of strategies for ICT awareness and knowledge.

The knowledge base and support from CEENet member countries will be used in the analyses.

The positive experience will be adapted for implementation in the CEE countries that have been less successful. A pilot project in two of them will serve as a test-bed for assessing the results of the research.

Summary of project objectives: 

The project objectives were to examine the experience of the CEE and adjacent countries that have been most successful in faster and wider spread of networking technologies and to focus upon creating and delivering e-modules that can help regional ICT development in two countries in the CEE region.

Results produced: 

The project developed a model that identifies the dominant conditions and factors for extensive connectivity and ICT use in the countries with limited resources and depending primarily upon the knowledge of its people. Estonia has expressed inclination and enthusiasm towards experimenting with and adopting contemporary technologies. It appears that one of the decisive factors for converging to information society has been the IT-program for developing e-services combined with wide-spread for all the citizens.
The lessons learned from the experience in Estonia established the framework for developing three pilot projects. Their primary goal was to provide means of how to possibly overcome the debilitating ignorance that spans from an ordinary citizen to a high level decision maker, in understanding the width, the depth, the profoundness, and the power of the ICT.

The Pilot Projects

1. ICT and Official Statistics for Development

Distance learning in a form of "ICT enabled learning" was promoted through course with content relevant to the professionals within Armenian political bodies for governmental or regional development. The aim of this course was to show how publicly available information in the
form of official statistical data can be found, retrieved, analyzed and interpreted. The course was created jointly by Mid Sweden University and Yerevan Technical University and hosted on a WebCT server in Armenia.
Besides providing the officials with knowledge in Statistics, it is expected the course to elevate the critical mass of ICT aware people about e-learning and its merits.

2. Scientific Terminology

Terminology in different scientific fields has been collected at the Macedonian Academy of Sciences since the 1970s. Web searchable application on several disciplines in Macedonian and four other languages was developed by the Institute of Informatics at the Faculty for Natural Sciences in Skopje. It proves to be rather valuable to young scholars and raises the awareness of content creators of the ICT. The next step will be to upgrade the application to complete terminology dictionary.

3. Community Networking

The third pilot project aims to spread information about the enactment of community networks, the know-how of deploying wireless technology, and consequently connecting a small wireless network to the Internet. A module in three different languages (Macedonian, English and Albanian)
is published on the Web. Along with the first pilot the project established tele-centers, in libraries both in Armenia and Macedonia, to demonstrate the power of wireless networking.

This e-learning education programme can be extended to any other country, provided that it has the required ICT facilities. The significance of this proposal will be to design and evaluate a web based e-learning platform which will greatly advance Third World higher education.

Expand INFORM in Africa and Asia

This is a continuation of a previous project funded by SPIDER during 2005-2006. The purpose is to support development in four African countries by improving health research, teaching, and services. Objectives include building national and regional capacity in information retrieval and training, encouraging collaboration among persons involved with information retrieval, and capitalizing on Swedish investments in research training and research.
