Reforms through citizen participation and government accountability

Kenya’s new and fragile democracy suffers impunity, indifference to corruption tribalism, nepotism and apathy towards participation. Citizens often do not understand their rights nor have the skills to claim them. Kenya’s new constitution, the Constitution of Kenya 2010, is a pro-citizen and progressive constitution that has not widened the democratic space but also promised for the first time a human rights state and society. If the Constitution is to be effectively implemented there must be a profound change in the peoples approach towards their rights, their Government and officials. Hence the need for the citizen participation to demand for accountable governance based on constituitionalism from the grassroots level all the way to the highest level of government across all social classes.

M-Governance: Exploring conditions for successful Mobile Governance in Kenya

The Kenyan government is slow to provide necessary services (in agriculture, health, education, and infrastructure) for its citizens. Even when such services are indeed provided, corruption is a constant challenge. Mobile phone applications have the potential to increase citizen participation and deliver faster and more effective government services.

Catalyzing civic participation and democracy monitoring using ICTs

Few Ugandans participate in civic matters, thereby undermining efforts to promote and monitor democracy and transparency in the conduct of public affairs. For various reasons, a big number of Ugandans never take part in any community activities or debates on governance, and a great number do not register to vote. Many who are registered voters often never cast their votes.

Capacity Building on effective use and management of ICT in the public sector in Tanzania

Considerable advances have been achieved in the rollout of ICT-based public services in many government units. However, the experience and surveys show that there is inadequate contribution of ICT investment to the improvement of the organizational performance and public services delivery due to, among others, the lack of proper strategic planning, use and management of ICT. This is also due to the lack of ICT management programme in most of learning institutions in Tanzania. As a result the few experts trained abroad are absorbed by the private sector due to the high pay.

The main focus of this project is to equip the management with essential knowledge and skills not only for strategically aligning business logic and ICT infrastructure but also champion and managing integration of ICT with government objectives and strategies.

The project addresses the need to match public administrations capacity to make full use on the management level, of the Tanzanian government expansion of and commitment to e-governance in recent years.

Next generation e-Government

eGov(ernment) focus is today shifting to organizational adaptability, political support, partnerships, and embedding in user communities, success factors often found lacking. To make use of technology and infrastructure investments, focus is now on improving governance and avoiding supporting obsolete and inefficient organizational structures and processes with IT. Accordingly, this inception study defines requirements and development paths for supporting eGov and eLearning development in Africa and Asia. Drawing on established university contacts and projects, and focusing on creating enduring creative partnerships, we deliver:
- Report of specific local needs and opportunities for successful projects.
- Concrete suggestions for projects lasting 2-4 years starting 2005, including setup of project partners, project goals and outlines, and assessment of opportunities and risks.
